Ten elementary school students from Papua’s Amungme and Kamoro tribes with low achievements in math and science have been selected to study at the Surya Institute in Tangerang, Banten.

Head of the education office’s youth and child focus division of the Amungme and Kamoro Community Development Institute (LPMAK), Abraham Timang, said the 10 were selected out of 40 students from a number of schools in Mimika regency, whose population is dominated by the two tribes.

“This is a special program that we conduct in cooperation with the Surya Institute in a bid to help improve the quality of education for children from Amungme and Kamoro tribes,” Abraham told The Jakarta Post on Thursday.

At least two former Surya students — Septinus George Saa and Anike Nelce Bowaire — have gone onto great academic success.

Septinus won a gold medal at the 12th annual physics contest the First step to a Nobel Prize in Physics competition in Warsaw in 2004 and Anike received similar recognition a year later.

Abraham said the one-year program has only been conducted since this year and is exclusively given to the two tribes as the holder of the ulayat (collective territorial) rights at mining firm PT Freeport Indonesia.

The program is eligible for second to fourth graders who had difficulties with the two school subjects.

The selected students, who left to join the program on Sunday, were between eight and 10 years of age; could actively read and write in Indonesian; knew the numbers of 1 to 10; and are among the most under-performing students in the regency.

“All the selected students have met with the criteria provided by the Surya Institute,” Abraham said.

He also said that both parents and teachers of the selected students welcome the program since many children at the regency faced problems in learning the two subjects and some even had to drop out of school.

“This is a new history in the education of our children for the Amungme and Kamoro tribes,” said Anthonius Alomang of Amungme.

He fully supported the program and hoped it would continue to create quality human resources and leaders for the tribes in the future.

Similar support was also raised by Maria Rosmini, a teacher at the state elementary school SD Inpres Nawaripi Baru.

“Their skills are actually similar to students from other regions, except they lack support from parents who have yet to understand their children’s educational needs.”

Abraham said the program would help improve the quality of education in Mimika where education facilities and good science teachers were limited.

He hoped that after completing the program, the 10 students would be able to compete with students from other parts of Indonesia.

JAKARTA. Jauh-jauh hari, investor sudah melirik rencana Pemerintah Provinsi (Pemprov) Papua membangun pembangkit listrik tenaga air. Sejumlah perusahaan swasta dalam dan luar negeri menjajaki pembangkit yang memanfaatkan aliran Sungai Urumuka di Kabupaten Mimika itu. Gubernur Papua Barnabas Suebu mengatakan telah berhasil menuntaskan studi kelayakan proyek yang diperkirakan menelan dana Rp 5 triliun itu. “Ada perusahaan China namanya China Hydro berminat sekali untuk mengerjakan proyek ini,” ujar Barnabas sesuai rapat dengar pendapat dengan Badan Anggaran DPR, Kamis (11/2). Barnabas optimistis proyek ini dapat diselesaikan pada 2015. Dengan begitu, krisis listrik yang terjadi di Papua dapat berkurang. Pembangkit yang menghasilkan 300 MW ini dapat mengalirkan listrik untuk masyarakat yang berada di lima kabupaten sekitar Timika, Papua Selatan. Selain itu, setrum yang dihasilkan dari pembangkit listrik itu akan dijual kepada PT Freeport Indonesia. Freeport membutuhkan pasokan listrik sekitar 200 megawatt, guna mendukung operasional pertambangan di Kabupaten Mimika, Timika Tiap tahun kita bisa jual listrik Rp 2 triliun ke Freeport,” ujar Barnabas. Dengan begitu Pemprov Papua bisa meningkatkan pendapatan asli daerah (PAD) untuk tahun-tahun mendatang. Saat ini, Papua hanya menghasilkan PAD sebesar Rp 500 miliar setiap tahun. Jumlah ini sangat kecil dibandingkan dengan potensi kekayaan alam di Papua yang sangat berlimpah. Pemprov Papua menargetkan setoran PAD pada 2021 mencapai Rp 20 triliun. Peningkatan PAD perlu, untuk mengurangi ketergantungan Papua terhadap pembiayaan dari pemerintah pusat. Sebab, dari total anggaran untuk daerah mutiara hitam ini, 95% disumbangkan dari APBN dan sisanya baru dari PAD. “Kami ingin di tahun 2021, 95% disumbangkan oleh PAD,” harap Barnabas. Rencana ini mendapatkan dukungan dari Dewan Perwakilan Rakyat. Anggota Badan Anggaran DPR Yorris Raweyai akan mendorong agar Papua bisa meningkatkan PAD dengan menggunakan potensi kekayaan alam mereka. “Agar masyarakat Papua juga bisa menikmati kekayaan daerahnya,” ujar politisi Partai Golkar asal Papua ini. Papua juga sedang menjajaki potensi pembangunan pembangkit listrik tenaga air di Mamberamo, yang diperkirakan dapat menghasilkan tenaga listrik 10 MW.

Obama Usung Papua


Presiden Amerika Serikat Barack Obama dijadwalkan Maret mendatang berkunjung ke Jakarta memenuhi undangan Presiden SBY. Kunjungan tersebut untuk meningkatkan hubungan bilateral kedua negara, sekaligus membangun komunikasi yang harmonis antara rakyat kedua negara.

Dalam pertemuan kedua presiden, Obama dari Partai Demokrat di Amerika Serikat dan SBY dari Partai Demokrat di Indonesia itu akan membahas berbagai persoalan politik, ekonomi, kesejahteraan rakyat, dan pertahanan keamanan.

Menurut sumber SP di Jakarta, Selasa (9/2) pagi, selain itu topik yang kemungkinan besar dibahas kedua kepala negara adalah evaluasi pelaksanaan Undang-Undang Nomor 21 Tahun 2001 tentang Otonomi Khusus bagi Provinsi Papua. ”Pembicaraan tersebut berkaitan dengan situasi masyarakat di asli Papua yang kesejahteraannya tak kunjung membaik. Dan, masalah pelanggaran HAM terhadap rakyat asli di sana oleh kekuatan negara. Masalah tersebut sudah menjadi perhatian Barack Obama sejak dia masih menjadi anggota Black Caucus Kongres AS untuk masalah Papua,” ujarnya.

Disebutkan, Papua menjadi penting karena sejak 1974, Amerika Serikat melalui perusahaan multinasional PT Freeport Indonesia mengelola tambang emas dan tembaga di Eastberg dan Grasberg, Tembagapura, Mimika, Papua. ”Perusahaan itu telah memberikan keuntungan dan devisa besar bagi AS dan Indonesia.
